Open Question: How can I prevent a cat attacking my cockatiels?

I’ve got 2 cockatiels in a quite big cage in my backyard(next to back door). Recently there has been some attacks on my birds by a neighboring cat with a bell around its neck, climbing up the cage & trying to get to them-generally around 1am. I’ve hung reflective stuff all around the cage & have Solar Lights running at night. But the cat still attempts to get to the birds. What can I do to scare the cat away? Without getting a dog, buying any $100 equipment, or hurting the cat…please help me!!! I can not keep the birds inside either.
if they don’t get eaten they’ll die of shock. I’m at my wits end. Any suggestions greatly appreciated!!!!!!
