Open Question: How does this Solar Powered Ornament work?

It old, for a start, my late Grandmothers! It looks like an upsidedown glass bulb, in which is a vacuum, and a little spinner with 4 square vertical vanes joined at their corners to a central hub resting on a needle, each vane has a black side and a white side.
It spins rapidly in sunlight, a bit with a big torch, but not at all otherwise,
Heat and florescent light dont affect it,
I know my quantum physics so dont be afraid to get technical,
Radiation being absorbed by the black side, giving off electrons, but enough to move it??? Im stumped!
